Objective: The objectives of this study are to understand the current functions, structure and operation of hospital ethics committees (HECs) in Shanghai and to facilitate their improvement. Methods: (1) A questionnaire survey, (2) interviews with secretaries and (3) on-site document reviews of HECs in Shanghai were used in the study, which surveyed 33 hospitals. Results: In Shanghai, 57.56% of the surveyed hospitals established HECs from 1998 to 2005. Most HECs used bioethical review of research involving human subjects as well as (...) bioethical review or consultation regarding medical care services and administrative decision- making. Of the surveyed HECs, 14.3% did not provide any formal bioethical training to the HECs’ members and many HECs had no standard operating procedures. Some HECs had no clear definition of what was “conflict of interest” that should be considered by the HECs, while 44.4% of the HECs did not perform continuing review. Discussion: After the issues of related national regulations, more and more hospitals established HECs in Shanghai, but the functions of HECs need to be further developed and formal training on bioethics should be provided to HEC members. To assure the independence and good performance of HECs, the conflict of interest procedure, the standard operating procedures and bioethical review should be improved. Conclusion: HECs in Shanghai had developed in the preceding 10 years and they played great roles in protecting the rights and welfare of human subjects and patients; some areas need improvement. The structure and “metabolism” (movement and conversion of goods and energy) of urban areas has caused cities to be identified as “super‐organisms”, placed between ecosystems and the biosphere, in the hierarchy of living systems. Yet most such analogies are weak, and render the super‐organism model ineffective for sustainable development of cities. Via a cluster analysis of 15 shared traits of the hierarchical living system, we found that industrialized cities are more similar to eukaryotic cells than to multicellular organisms; enclosed systems, (...) such as factories and greenhouses, paralleling organelles in eukaryotic cells. We further developed a “super‐cell” industrialized city model: a “eukarcity” with citynucleus (urban area) as a regulating centre, and organaras (enclosed systems, which provide the majority of goods and services) as the functional components, and cityplasm (natural ecosystems and farmlands) as the matrix. The no-wait flow-shop scheduling problem with sequence-dependent setup times and release times is a typical NP-hard problem. This paper proposes an enhanced differential evolution algorithm with several fast evaluating strategies, namely, DE_FES, to minimize the total weighted tardiness objective for the NFSP with SSTs and RTs. In the proposed DE_FES, the DE-based search is adopted to perform global search for obtaining the promising regions or solutions in solution space, and a fast local search combined with three presented strategies is designed (...) to execute exploitation from these obtained regions. [Review] Liz P.Y. Chee. Mao’s Bestiary: Medicinal Animals and Modern China. Duke University Press, 2021. 288 pp. The COVID-19 pandemic has secured its place as a 21st century global public health disaster. It has killed more than 6.2 million and infected close to 500 million people worldwide. Acknowledging Wuhan’s wildlife market as the ground zero of the pandemic and the devastation caused by SARS 17 years earlier, China’s Communist authorities made the long overdue decision on February 24, 2020 and outlawed (...) wildlife breeding and trade for the country’s exotic food market. This decision was commendable. Yet, breeding of wildlife for the exotic food market was only one of the five-piece captive farming operation that generated a revenue of $78 billion a year. What the Chinese authorities have retained is captive breeding for Traditional Chinese Medicine, the third largest component of the country’s controversial industry. Called a ‘national treasure’, TCM, in the minds of many, brooks no questioning. Liz P.Y. Chee’s Mao’s Bestiary: Medicinal Animals and Modern China steps in this minefield with questions not about the efficacy of TCM but about the drivers of its faunal medicalization in the last seven decades. Os movimentos juvenis tiveram papel destacado nas transformações do campo protestante no Brasil durante as décadas de cinquenta e sessenta. Neste artigo, enfocamos especialmente a história dos grupos evangélicos que exerceram o trabalho religioso dentro das universidades: a Associação Cristã Acadêmica e a Aliança Bíblica Universitária do Brasil. Para compreender melhor as inovações que trouxeram, traçamos primeiramente um quadro do protestantismo brasileiro após a Segunda Guerra Mundial. Em segundo lugar, fazemos uma história das organizações estudantis de tradição evangélica, enfatizando suas (...) diferenças identitárias e sua busca de penetração nas instituições eclesiásticas. Por fim, analisamos o contexto repressivo dentro e fora das igrejas após golpe civil-militar ocorrido em abril de 1964. Apresentamos, assim, as diferentes propostas teológicas, as práticas inovadoras e os embates surgidos com as instituições na tentativa de articulação feita pelos jovens entre as exigências confessionais do meio protestante, o engajamento sócio-político e o ambiente universitário da década de sessenta. Política.: The youthful movements has a paper detached in transformations of Brazil’s protestant field during the 50’s and 60’s decades. In this article, we look at the history of evangelical groups inside the universities with religious work: the Academic Christian Association and the University Biblical Alliance of Brazil. To better understand the innovations, we, first, traced a picture of the Brazilian’s Protestantism after World War II. In second place, we make an history of student’s organizations in evangelical tradition, emphasizing its identities, differences and search of presence although ecclesiastical institutions. Finally, we analyze a repressive context inside and outside of protestant churches after military government since April of 1964. We present, thus, different theological proposals, the innovator’s practices and strikes appeared with ecclesiastical institutions in attempt of joint, by young men and women ones, the confessional requirements of churches, the social political paper and the university environment of Sixties. It has been argued that the fundamental laws of physics are deceitful in that they give the impression of greater unity and coherence in our theories than is actually found to be the case. Causal stories and phenomenological relationships are claimed to provide a more acceptable account of the world, and only theoretical entities — not laws — are considered as perhaps corresponding to real features of the world.This paper examines these claims in the light of the author's own field (...) of research: high energy physics. Some of the distinctions upon which the above conclusions are based are found not to be tenable in practice. Examples from experimental particle physics are presented which suggest an important role of the underlying theoretical structure which cannot be overlooked. It is argued that the fundamental theories must, in fact, be treated as being as worthy or unworthy of ontological commitment as the entities they postulate or the phenomenological relationships they inspire. Whilst it is conceded that aspects of the current theoretical formalism belie literal interpretation, it is maintained that revision in these particular areas need not affect the symmetry principles, particle spectra, or coupling strengths that largely determine the empirical content of the theory. Ten years on and the debate about the foundations of judicial review continues. Two themes have remained constant throughout. The species of legislative intent have multiplied to include specific, general and constructive intent, and who knows what further ‘adjectival variants’ remain to be discovered. Those opposed to the common law model advance dire warnings of the dangers of ignoring their preferred adjectival version. In Allan's case my previous analytical criticism of constructive legislative intent, henceforth CLI, has provoked more extreme claims (...) and more intemperate language about the alleged consequences of adherence to the common law model. These are, as will be seen, wrong. They serve moreover to mask the problems with CLI. Allan claims repeatedly that I confuse literal and constructive legal intent in his reasoning. This is quite mistaken: I take issue with the very meaning and application of CLI. (shrink)

Dr PurusQttama Bilimoria's book on sabdapramaIJa is an important one, and so is likely to arouse much controversy. I am pleased to be able to write a Foreword to this book, at a stage in my philosophical thinking when my own interests have been turning towards the thesis of sabdapramaIJa as the basis of Hindu religious and philosophical tradition. Dr Bilimoria offers many novel interpretations of classical Hindu theories about language, meaning, understanding and knowing. These interpretations draw upon the conceptual (...) resources of contemporary analytic and phenomenological philosophies, without sacrificing the authentIcity that can arise only out of philologically grounded scholarship. He raises many issues, and claims to have resolved some of them. Certainly, he advances the overall discussion, and this is the best one could hope for in writing on a topic to which the best minds of antiquity and modern times have applied themselves. In this Foreword, I wish to focus on one of the issues which I have raised on earlier occasions, and on which Dr Bilimoria has several important things to say. The issue is: is sabdabodha eo ipso a linguistic knowing, i. e., sabdapramll, or does Sabdabodha amount to knowing only when certain specifiable conditions are satisfied. It the second alternative be accepted, these additional conditions could not be the same as the familiar Ilsatti (contiguity), yogyata (semantic fitness), dka;,k~ll (expectancy) and tlltparya (intention), for these are, on the theory, conditions of sabdabodha itself.
